RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #25-078-7 with Shelter, Inc., a non-profit corporation, to amend Contract #25-078-5 (as amended by Contract Amendment #25-078-6), effective September 1, 2025, to increase the payment limit by $369,687, from $10,192,805, to a new payment limit not to exceed $10,562,492 for the provision additional housing assistance, property management, and master leasing services for youth and adults with Severe and Persistent Mental Illness (SPMI) with no change in the term July 1, 2023 through June 30, 2026.

FISCAL IMPACT:
Approval of this Contract Amendment will result in additional budgeted expenditures of up to $369,687 funded 100% by State Behavioral Health Bridge Housing Grant funds.

BACKGROUND:
This Contract meets the social needs of the County's population in that it provides support services to County residents that are homeless and have a diagnosis of SPMI or a dual-diagnosis of mental illness and substance abuse, and are receiving services from Contra Costa County Behavioral Health or other approved referral agencies.
This Contract is entered into under and subject to the following legal authorities: California Government Code ? 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Behavioral Health Services Division Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the contract are upheld.
