RECOMMENDATIONS:
ADOPT a resolution to approve and authorize the Employment and Human Services Director, or designee, to execute an agreement amendment with the California Department of Aging, to increase the payment limit by $264,902 for a new total not to exceed $1,091,948 for the CalFresh Health Living Supplemental Nutrition Assistance Program - Education in Contra Costa County with no change to term.
FISCAL IMPACT:
$264,902 is 100% funded by Federal funds; all of which will be budgeted in FY 25-26 via Agreement CF-2223-07-A3
BACKGROUND:
Supplemental Nutrition Assistance Program - Education (SNAP-Ed) is part of the CalFresh Healthy Living Program in California which is funded by the U.S. Department of Agriculture to improve the health of low-income persons aged 60 and older by providing evidence-based nutrition education and obesity prevention services. The Area Agency on Aging (AAA), a division of the Employment and Human Services Department (EHSD), implements the program by contracting with a community-based agency to provide services directly to low-income older adults to improve nutritional health, disseminate nutrition education literature and information, and deliver evidence-based activities that improve health. Through this Agreement, low-income older adults in Contra Costa County can continue to receive SNAP-Ed services from October 1, 2022, through September 30, 2025. The original Agreement was approved by the board on November 1, 2022, C.24 for $585,201; the board approved a first amendment on June 13, 2023, C.94 for $16,543; a second amendment was approved on June 25, 2024, C.98 for $225,302.
