RECOMMENDATIONS:

Acting as the governing board of the Contra Costa County Fire Protection District (District): APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Fire Chief, a purchase order with L.N. Curtis, in an amount not to exceed $205,000 for the purchase of forty (40) pairs of structural firefighting personal protective equipment and boots.

FISCAL IMPACT:

This expenditure is included in the District's FY23-24 approved budget. The expenditure will be 100% funded by the Contra Costa County Fire Protection District's General Fund.

BACKGROUND:

Firefighter personal protective equipment (PPE) is designed to protect firefighters from injuries and illnesses resulting from contact with the hazards they encounter on the job. The National Fire Protection Association (NFPA) establishes minimum requirements for structural firefighting PPE through their standard known as "NFPA 1971" to ensure firefighters are safe from thermal, physical, and environmental factors. The protective coats and pants are worn during structural firefighting operations and training.

L.N. Curtis is the exclusive authorized dealer for Globe turnouts and boots, which are NFPA 1971 compliant to ensure firefighters' safety. Globe has been selected as the manufacturer of structural firefighting PPE for the District. This purchase is for forty (40) sets of structural firefighting PPE and boots for the incoming group of firefighter recruits participating in the recruit academy scheduled to start on January 16, 2024.
