Report Title: One-Time Stabilization Payment to CCTR and CSPP Childcare Providers

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Auditor-Controller, or designee, to issue certain and specified stabilization payments authorized by the California Department of Social Services and the California Department of Education to six (6) childcare agencies in contract with the County-(1) KinderCare Learning Centers LLC, (2) Orantes, LLC, (3) Little Angels Country School, LLC, (4) San Ramon Valley Unified School District, (5) Richmond Elementary School, and (6) We Care Services for Children -in a total amount not to exceed $69,391.
FISCAL IMPACT:
Approval of this action will result in one-time expenditures in an amount not to exceed $69,391 and will be funded 100% by the State. [MY1][AH2][TL3]
BACKGROUND:
The Employment and Human Services Department (EHSD) received notification from the California Department of Social Services (CDSS) on November 13, 2025, regarding Child Care Bulletin (CCB) No. 25-28. This bulletin authorizes licensed Family Child Care Home and Center providers, who serve children enrolled in the General Childcare and Development (CCTR) Program, to receive a one-time stabilization payment based on their enrollment data for the month of April 2025.
The following three (3) childcare centers are eligible to receive a one-time stabilization payment in the amount of $431 for each child enrolled in the CCTR program during April 2025:
1. KinderCare Learning, LLC. - Lone Tree location: not to exceed $862.00
2. KinderCare Learning, LLC. - Mahogany location: not to exceed $6,896.00
3. Orantes, LLC, dba Tiny Toes Preschool and Childcare Center: not to exceed $431.00
