RECOMMENDATIONS:

APPROVE the Countywide Guardrail Upgrades Phase II Project (Project) and AUTHORIZE the Public Works Director, or designee, to advertise the Project, Countywide. [County Project No. 0662-6R4169, DCD CP#24-11] (District I, II, IV, and V).

DETERMINE that this activity is exempt from review under the California Environmental Quality Act (CEQA) pursuant to Article 19, Section 15302(c) and Section 15303(d) of the CEQA Guidelines, and

DIRECT the Director of Department of Conservation and Development (DCD), or designee, to cause a CEQA Notice of Exemption (NOE) to be filed with the County Clerk and State Clearinghouse, and

AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $25 fee to DCD for processing, and a $50 fee to the County Clerk for filing the NOE.

Estimated Project cost: $3,055,000.00 (33% Highway Safety Improvement Program State Funds, 67% Local Road Funds)

BACKGROUND:

The purpose of this project is to remove sub-standard Metal Beam Guardrails (MBGR) and end treatments and replace them with the current Caltrans standard Midwest Guardrail System (MGS) guardrails and end treatments. Approximately 52 existing guardrails will be upgraded, and one new guardrail will be installed. Upgrading the guardrails to current MGS standards will improve public safety. The construction process will include removal and replacement of the existing guardrails, end treatments and associated posts, and relocation of several guardrail posts near end treatments with grading as needed.
