RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, (1) an amendment to purchase order #31561 with Elsevier Inc. to increase the payment limit by $13,205, to a new amount not to exceed $644,903, (2) Amendment No.1 to the Elsevier Master Agreement, and (3) Amendment No. 2 to Schedule 17 of the Master Agreement for the health professional e-learning-management system, with no change to the original term ending December 29, 2027.

FISCAL IMPACT:
This purchase order will result in expenditures of up to $644,903 over a three-year period and will be funded by Hospital Enterprise Fund I revenues.

BACKGROUND:
Elsevier Inc. provides a single, streamlined skill assessment and e-learning package for individual staff orientation and annual competency recertification assessment at Contra Costa Health (CCH). The nurses, therapists, and other health professionals have the resources necessary to reduce risk and improve patient outcomes, through the e-learning system of Elsevier.

On December 15, 2015, the Board of Supervisors approved agenda item C.57 to execute the Elsevier Master Agreement ("Master Agreement") with an effective date of October 1, 2015, and remains in effect until terminated.

On April 16, 2019, the Board of Supervisors approved agenda item C.51 to execute a purchase order with Elsevier Inc. in the amount of $158,592 to renew its subscription e-learning management system for the period December 30, 2018, through December 29, 2019.
