Report Title: Add two (2) Human Resources Analyst positions and increase funding for one (1) existing Human Resources Analyst from 80% to 100% to work as dedicated resources recruiting for the Employment and Human Services Department.

RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26288 to add two (2) additional Human Resources Analyst (AGTF) (unrepresented) positions at salary plan and grade B85 1631 ($7,804.85 - $11,531.32) and increase funding for an existing Human Resources Analyst at salary plan and grade B85 1631 ($7,804.85 - $11,531.32) from 80% to 100%. All positions are assigned to the Human Resources Department and are funded by the Employment and Human Services Department.

FISCAL IMPACT:
The net fiscal impact is approximately $325,000 for two (2) Human Resource Analyst positions and approximately $33,000 to increase the current funding for one (1) existing HR Analyst from 80% to 100%. Positions will be funded by the Employment and Human Services Department and allocated to the Human Resources Department.

BACKGROUND:
Currently the Employment and Human Services Department funds 80% of one (1) Human Resources Analyst position augmented to the Human Resources Department. This employee specifically supports the department with all recruitment activities. This model has been very successful and provides the department focused Human Resources services. As the level of support needed has grown, the department approached Human Resources with a proposal to add and fund two additional Human Resources staff members, in addition to increasing the current funding of an HR Analyst from 80% to 100%. These dedicated staff positions, assigned to exclusively recruit for EHSD, are employees of the Human Resources Department and physically reside within the Central HR office.
