RECOMMENDATIONS:

RATIFY the Employment and Human Services Director's execution of Workforce Innovation and Opportunity Act (WIOA) Subgrant Agreement (No. AA411003) to pay the County an amount not to exceed $1,805,407 from Workforce Innovation and Opportunity Act Youth formula funds for youth services for the period April 1, 2023 to June 30, 2025.

FISCAL IMPACT:

This Board action will authorize budgeted expenditures for Fiscal Year (FY) 23/24 and the remaining funds to be budgeted in FY 24/25, in an amount not to exceed $1,805,407. Funding Category sources: State of California WIOA, no matching funds required, no net County Cost.



BACKGROUND:

On June 15, 2023, Workforce Development Board (WDB) of Contra Costa County received the new program year (PY) 2023/2025 subgrant agreement with the Employment Development Department (EDD) to be executed by June 21, 2023. The EHSD Director signed the agreement on August 28, 2023 to prevent cash hold or forfeiture of funds. This Staff Report is to ratify the EHSD Director's execution of the agreement with EDD for PY 2023/2025.
Fiscal year appropriations for program year's youth activities, authorized under chapter 2, subtitle B, title 1 of WIOA are made available for obligation beginning April of the fiscal year. A program year begins July 1 in the fiscal year for which the appropriation is made and ends on June 30 of the following year.

WDB primary objective for youth programs is to provide comprehensive services and support to young people between the ages 16-24 who face barriers to education, training, and employment. WIOA youth programs aim to help individuals develop the skills and experiences necessary to succeed in the workforce and pursue their career goals.
