RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #23-837-1 with Alvarez & Marsal Healthcare Industry Group, LLC, a limited liability company, effective June 1, 2024, to increase the payment limit by $1,800,000, from $400,000 to a new payment limit of $2,200,000, to provide additional consultation, review and technical assistance including financial review and support for organizational structural planning for Contra Costa Health and an audit assessment for the Contra Costa Health Plan, with no change in the original term of January 1, 2024 through December 31, 2026.

FISCAL IMPACT:
Approval of this amendment will result in an additional $1,800,000 over a two-year period and will be funded as budgeted by the Department by 100% Hospital Enterprise Fund I.

BACKGROUND:
On January 16, 2024, the Board of Supervisors approved Contract #23-837 with Alvarez & Marsal Healthcare Industry Group, LLC, in an amount not to exceed $400,000 to provide consultation and technical assistance including assessing County's current challenges and opportunities for integrated health systems, for the period January 1, 2024 through December 31, 2026. Contractor will develop a set of recommendations to the County that will consider the sustainability and growth interests of the various Contra Costa Health stakeholders. These recommendations will be actionable and support any future change initiatives currently contemplated by the County. Contractor will also provide a compensation study of health executives as well as human resources consultation.
