RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, a purchase order with Hazmat Resources, Inc. in an amount not to exceed $340,227 for the purchase of a Griffin G510 and ORTEC Detective X-N for Hazardous Materials Programs.

 

FISCAL IMPACT:

Approval of this action will result in an expenditure of up to $340,227, with $300,000 funded by State Homeland Security Grant Program (SHSGP) Fiscal Year 2023 grant funds and the remaining amount by Supplemental Environmental Project (SEP) funds within Hazardous Materials Programs.

 

BACKGROUND:

Contra Costa County Hazardous Materials Programs need the Griffin G510 and ORTEC Detective X-N devices to respond to emergencies throughout the County. The Griffin G510 person-portable chemical identifier assists in detecting and identifying trace levels of nerve agents. The ORTEC Detective X-N is a portable radioisotope designed to determine the identity of radioactive materials. These devices are tools to help keep the general population and Hazardous Materials responders safe.

 

The General Services Department’s Purchasing Services conducted a public solicitation for the Hazardous Materials Programs, Bid #2406-809. Hazmat Resources, Inc. was the successful bidder of a total of two respondents.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this purchase is not approved, it would result in losing $300,000 in SHSGP grant funding as well as leaving a vulnerability in detection should such an incident occur in Contra Costa County.
