RECOMMENDATIONS:

ADOPT a resolution to approve and authorize the Employment and Human Services Director, or designee to execute a contract amendment with the California Department of Aging, to accept additional funds in an amount not to exceed $17,379 for a new amount not to exceed $1,040,667 for the Health Insurance Counseling and Advocacy Program with no change to the period July 1, 2021 through March 31, 2024.

BACKGROUND:

Health Insurance Counseling and Advocacy Program (HICAP) provides health insurance information, advocacy, counseling, community education and support services to Contra Costa County Medicare eligible beneficiaries 60 years and older, adults with disabilities, as defined by the Older Americans Act. This contract amendment will allow HICAP to increase services to Contra Costa County beneficiaries.

On June 8, 2021, the Board approved item (C.67) authorizing execution of a contract (HI-2122-07) with California Department of Aging (CDA) to accept funding in the amount of $370,343 for Health Insurance Counseling and Advocacy Program for the period July 1, 2021, through June 30, 2022, to provide HICAP services. On May 24, 2022, the Board approved item (C.30) authorizing a contract amendment to Agreement HI-2122-07 to accept a funding increase of $646,157 for new amount not to exceed $1,019,500 for the period July 1, 2021, through March 31, 2024. On February 7, 2023, the Board approved item (C.50) authorizing a second contract amendment to agreement HI-2122-07 to accept a funding increase of $3,788 for a new amount not to exceed $1,023,288 for the period July 1, 2021, through March 31, 2024.
