RECOMMENDATIONS:
RECOGNIZE the graduating participants of the County's Certified Election Observer Program.

We recognize Patricia Beebe, Vanessa Bermudez, Champagne Brown, Dawn DeLisle, Kevin Dunne, Amanda Garvey, Jimmy Goga, Marc St. Marseilles, Christine Mathias, Michael Miller, Virgie Patterson-Newman, Deborah Roberts, Diego Ruiz, Ani Pereira Sekhon, and Martha Van Orshoven for participating and becoming graduates of the program. They will be ambassadors for the Elections Division as we continue our mission to build public trust in elections.

BACKGROUND:
The Elections Division implemented its Certified Election Observer program in 2022 to increase transparency and provide a greater understanding of the election process to interested residents. This program is designed to provide an overview of the entire elections process from voter registration to final certification, with "behind the scenes" access and the ability to ask questions of election officials to learn about what it takes to conduct each election in Contra Costa County.

The Certified Election Observer program includes multiple online and in-person sessions during the election. The course curriculum includes topics essential to understanding relevant California and federal election laws, including: election security, voter registration/list maintenance, poll worker training, in-person voting, vote-by-mail ballot processing, voting system testing, audits, ballot counting and adjudication, the canvass of the vote, provisional ballots, balancing and reconciliation processes, and certification of the election.
