Report Title: Grant Application to the State Department of Health Care Services for the Behavioral Health Continuum Infrastructure Program.

RECOMMENDATIONS:
ADOPT Resolution approving and authorizing the Health Services Director, or designee, to submit an application for grant funding in an amount not to exceed $35,000,000, made available by the California Department of Health Care Services (DHCS) through the Behavioral Health Continuum Infrastructure Program (BHCIP), Round 2 Unmet Needs Program, for the construction of two (2) social rehabilitation facilities in West Contra Costa County to provide mental health services to Medi-Cal eligible clients with serious behavioral health conditions.
FISCAL IMPACT:
If awarded, County will receive funds from the State of DHCS for BHCIP through their administrator, Advocates for Human Potential, for the construction of public behavioral health facilities. County will be responsible for 10% match of the awarded amount less contingencies. County-owned real property and sunk costs may be used as a match. The County purchased the proposed site at 2523 El Portal in San Pablo for in November 2023. It is anticipated that the equity from this property and costs associated with design will cover the match amount in its entirety. If awarded, County agrees to maintain the use of the property for a period of thirty (30) years for BHCIP funded project, which will be secured through a declaration of restrictions recorded against the portion of the property to be used by the project.
