Report Title: Approve Design-Build Procurement for the Juvenile Hall Camera System Upgrade Project

RECOMMENDATIONS:
1. AUTHORIZE the use of design build procurement in accordance with Public Contract Code Section 22164 for the Juvenile Hall Camera System Upgrade Project located at 202 Glacier Drive, Martinez.
2. APPROVE the criteria documents, including the concept design and specifications, for the above project.
3. AUTHORIZE the Public Works Director, or designee, to solicit design build proposals in Spring 2026 and issue Request for Proposal (RFP) addenda, as needed, for clarification of RFP documents, provided the changes do not significantly increase the construction cost estimate.
FISCAL IMPACT:
100% County General Fund
BACKGROUND:
The proposed new systems will comply with the 2025 California Building Code, Title 15, Title 22, and Title 24 requirements and Contra Costa County Building Design and Construction Guidelines.
The Project, located at 202 Glacier Drive, Martinez, CA 94553, includes the upgrade and full integration of Security Surveillance Video, and Door Control Systems to enhance the overall facility safety. The following is intended to provide a general outline of the proposed project scope, components and generally anticipated program and operational requirements (quantities are approximate):
* Design-Build Entity (DBE) shall confirm overall vision with County stakeholders.
* Design-Build Entity will design and build a comprehensive, turn-key, and state-of-the-art Security Surveillance Video Camera, and Door Control System.
