Report Title: Contract with S.T.M. Automotive for On-Call Fleet Truck Parts Supply and Support Services, Countywide.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with S.T.M. Automotive, in an amount not to exceed $500,000, to provide truck parts supply and support services for the period of May 1, 2026 through April 30, 2029, Countywide.
FISCAL IMPACT:
100% Fleet Internal Service Fund
BACKGROUND:
Public Works Fleet Services oversees maintenance and repair operations for more than 1,700 vehicles. Maintaining an adequate supply of parts for our fleet trucks is critical to the upkeep and repair of County vehicles.
In December 2025, the Public Works Department conducted a formal solicitation for on-call fleet truck parts supply and support services, posting the Request for Proposal on BidNet Direct (RFP_F-Contr-0000000160). Six proposals were received and S.T.M. Automotive d/b/a S.P. Automotive Supply - S&S Distributors was one of the qualified vendors awarded the contract.
S.T.M. Automotive d/b/a S.P. Automotive Supply - S&S Distributors provides truck parts on an as-needed basis, supporting both routine stock replenishment and urgent unit-down situations to ensure reliable on-call access to fleet truck parts and related support services for County-owned vehicles and equipment.
Fleet Services is requesting approval of a service contract with S.T.M. Automotive d/b/a S.P. Automotive Supply - S&S Distributors for the term May 1, 2026 through April 30, 2029 in the amount of $500,000.
CONSEQUENCE OF NEGATIVE ACTION:
Without approval of this contract, there will be no vendor available to service and repair the fleet shop’s trucks, which would disrupt fleet operations, Countywide.
