RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Orantes, LLC, dba Tiny Toes in an amount not to exceed $1,038,468 to provide Head Start, Early Head Start, State General Childcare, and State Preschool program services for the period September 1, 2024 through June 30, 2026.
FISCAL IMPACT:
$1,038,468: 61% State, 39% Federal, of which $ 487,893 is budgeted in FY 24-25, and $550,575 will be budgeted in FY 25-26.
BACKGROUND:
On December 28, 2023, RFP #1202 was posted in selecting Head Start Program Childcare Partners. Orantes, LLC, dba Tiny Toes was selected through the bidder’s process for a term of September 1, 2024 to June 30, 2026. This contract will provide a minimum of 8 to a maximum of 10 childcare program slots for children in the Early Head Start Program, and a minimum of 24 to a maximum of 29 childcare program slots for children in the Head Start Program. Contractor will also provide 1 childcare program slot for State General Childcare and Development Program, and 13 childcare program slots for State Preschool Program.
CHILDREN'S IMPACT STATEMENT:
This Contract supports one (1), three (3), and four (4) of Contra Costa County’s community outcomes of the Children’s Report Card”, (1) "Children Ready for and Succeeding in School"; (3) "Families that are Economically Self-Sufficient"; and (4) "Families that are Safe, Stable and Nurturing".
CONSEQUENCE OF NEGATIVE ACTION:
The County will not be able to fund childcare slots for its community-based agency partner, Orantes, LLC, dba Tiny Toes.
