RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to accept Grant Award #78-060 with the State of California Health and Human Services Agency, California Department of Public Health (CDPH), to pay the County an amount not to exceed $953,828, for the Hepatitis C Virus (HCV) Prevention and Collaboration Allocation, for the period from July 1, 2024 through June 30, 2028.

 

FISCAL IMPACT:

Acceptance of the Grant Award will result in payment for a four (4)-year period to the County up to $953,828 from the CDPH.  No County match required. 

 

BACKGROUND:

The 2023 Budget Act (AB 102, Chapter 38, Statues of 2023) authorizes a one-time $9 million investment to end the epidemic of Hepatitis C pursuant to California Health and Safety Code Section 122440.  These funds must be used for the implementation of public health activities related to monitoring, prevention, testing and linkage to and retention in care activities for the most vulnerable and underserved individuals living with or at high risk for, Hepatitis C infection in collaboration with community-based organizations (CBOs).

 

CDPH requires fifty percent of the funds allocated to be provided to, or used to support activities in partnership with CBOs who can conduct these activities.  Contra Costa County Public Health Department will be releasing a Request for Proposal (RFP) to community CBO’s for HCV support prevention and outreach services in Contra Costa County, through June 30, 2028.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Grant Award is not approved, the County will not receive these funds to provide prevention services to end the epidemic of Hepatitis C.
