RECOMMENDATIONS:

APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to execute a contract with the California Department of Parks and Recreation for the County to receive an amount not to exceed $52,458 to provide services to treat invasive weeds in Mount Diablo State Park and Marsh Creek State Park for the period of March 27, 2024, through February 28, 2027.


FISCAL IMPACT:

The State will pay the County up to $52,458. 100% State Funds.

BACKGROUND:

Contra Costa County Agriculture/Weights & Measures Department will provide services and materials to treat invasive weeds in the Mount Diablo State Park and the Marsh Creek State Park. The Department has a long history of weed management and weed abatement. There are two main non-native and invasive weeds (Artichoke Thistle and Purple Star Thistle) the Department continues to invest time and resources to abate, as well as several other species. Contra Costa is generally infested with Artichoke Thistle and Purple Star Thistle, which are both B-rated pests, and both are a detriment to fragile regional and state parks. The Department has built a great relationship and works closely with the state parks, regional park districts, regional water districts, various other entities, and private landowners to collectively control these weeds. The Department will be implementing control methods that will protect endangered species as well as promote regrowth of native and desirable plants.
The agreement will become effective the day after Board approval, and it requires the County to defend and indemnify the State for all claims, losses, and damages arising out of the County's performance of the agreement.
