RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #24-716-4 with RDA Consulting, SPC, a corporation, in an amount not to exceed $318,240, to provide consultation and technical assistance with regard to the County's Assisted Outpatient Treatment (AOT) program for persons with Serious Mental Illness (SMI), to comply with Department of Health Care Services program reporting requirements, and Contractor will purchase and provide 40 Target gift cards each with a $40 value and 120 Target gift cards each with a $20 value, to eligible program participants for engagement in focus group activities and completion of a program survey, for the period July 1, 2026 through June 30, 2029.

FISCAL IMPACT:
Approval of this Contract will result in contractual service expenditures of up to $318,240 over a three-year period and will be funded 100% by State Behavioral Health Services Act (BHSA).

BACKGROUND:
This Contract meets the social needs of County's population by providing assistance to the Behavioral Health Administration with various programs within the Assembly Bill (AB) 1421 or Laura's Law such as AOT under BHSA. Treatment is provided using Assertive Community Treatment (ACT) models in the community on an outpatient basis. AOT is a civil court ordered mental health treatment based on its minimum required treatment standards of ACT for persons with serious mental illness who demonstrate that they are resistant to voluntarily participating in services that have been offered. The County has been contracting with RDA Consulting, SPC, since January 2014. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations.
