RECOMMENDATIONS:
APPROVE and AUTHORIZE the District Attorney, or designee, to execute an End-User License Agreement with Personable.com, Inc. in an amount not to exceed $6,468, for the ScanWriter software subscription for the investigation of workers' compensation insurance fraud cases for the period December 1, 2024 through July 23, 2026.
FISCAL IMPACT:
Approval of this action will result in expenditures of up to $6,468 which is funded 75% by the California Department of Insurance and 25% by County General Fund. The amount is included in the FY2024-25 Departmental Budget.
BACKGROUND:
Personable.com, Inc. is the company supporting ScanWriter software. ScanWriter converts bank data, such as account statements, wire transaction reports, and check copies, into an Excel file for analysis. The software can also read and convert handwritten check copies. Workers' compensation insurance fraud cases involves reviewing a significant volume of check copies to determine true payroll amounts. The District Attorney's Office found that the usage of the ScanWriter software has significantly decreased the time spent manually reviewing bank statements and checks. The software has allowed District Attorney's employees to analyze voluminous data much more quickly and efficiently. There is no other software in the office to perform this otherwise labor-intensive work. The ScanWriter software is also being used by several other District Attorney's Offices in California.
The End-User License Agreement with Personable.com Inc includes a limitation of liability which requires the Board of Supervisors' approval.
