RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Lao Family Community Development Inc., in an amount not to exceed $257,400 to provide job skills and job development services for non-English speaking CalWORKs/Welfare-to-Work clients in West Contra Costa County for the period July 1, 2025, through June 30, 2027.

FISCAL IMPACT:
$257,400: Funded by 59% Federal funds, 41% State funds, of which $128,700 is budgeted in FY 25-26 and $128,700 will be budgeted in FY 26-27.

BACKGROUND:

On April 11, 2024 the Board of Supervisors approved contract #20-420-2 with Lao Family Community Development Inc. for the term July 1, 2024 to June 30, 2025 in the amount of $128,700. This action will authorize approval of contract #20-420-3 for a term July 1, 2025 to June 30, 2027 for the provision of job skills and job development services to non-English speaking CalWORKs/Welfare-to-Work clients in West Contra Costa County.

CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, the Employment and Human Services Department will not be able to provide mandated job skills and development services for non-English speaking CalWORKs/Welfare-to-Work clients in West Contra Costa County.
