Report Title:                     Martinez Refinery Incident After Action Review

RECOMMENDATIONS:

RECEIVE a report on the After Action Review of the response to the February 1, 2025, incident at the Martinez Refining Company, and PROVIDE direction to staff.

 

FISCAL IMPACT:

This is an informational item with no direct fiscal impact.

 

BACKGROUND:

On February 1, 2025, a fire occurred at the Martinez Refining Company in Martinez.  While the fire was brought under control within 12 hours, the overall incident lasted several days and involved multiple agencies from different disciplines.  The incident resulted in a shelter-in-place order for the surrounding neighborhoods. There were minor injuries to refinery staff who were transported to local hospitals, and there were no injuries to citizens or emergency responders.

 

These low-frequency, high-impact events are unique, and all responding agencies seek continuous quality improvement.  The after-action review process brought together the involved agencies to review the incident response and identify areas for improvement.

 

CONSEQUENCE OF NEGATIVE ACTION:

This item provides County leadership and the community with information about the response of multiple public safety agencies to an incident with significant potential impact on the communities we serve.  Without this item, the Board will not be able to provide direction to County or Fire District staff.
