Report Title: Fire Station 90 (Brentwood) Development Application Process
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
Acting as the governing body of the Contra Costa County Fire Protection District, RECEIVE a report from the Fire Chief and/or the County Administrator's Office on the status of the development application with the City of Brentwood and provide direction to staff in the event the Fire District is unable to obtain the required entitlements within a reasonable period.
FISCAL IMPACT:
There is no fiscal impact from receiving this report and providing direction. If the Fire District must pursue alternative locations, costs could be high and would be presented to the Board in a separate action for approval. The current cost of approximately $1.5 million has been expended on the project at this location. These costs include land acquisition, CEQA studies, architectural costs, and associated civil engineering.
BACKGROUND:
On July 1, 2022, the Contra Costa Fire Protection District (Contra Costa Fire) annexed the East Contra Costa Fire Protection District (East Contra Costa Fire). At that time, Contra Costa Fire received the former District's rolling stock and real property.
East Contra Costa Fire owned five acres at Empire and Amber Lane, adjacent to Pioneer Elementary. The City of Brentwood previously owned the site and transferred it to East Contra Costa Fire. The site was intended for Fire Station 90, and Shaw Kawasaki Architects completed preliminary designs. When Contra Costa Fire advanced the plans, including obtaining required environmental reports, it identified soil contamination. Cleanup estimates were in the several-million-dollar range.
