Report Title: Purchase Order with Califa for LinkedIn Learning for Library Subscription through September 30, 2027
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the County Librarian, to execute a purchase order with Califa Group, subject to the Califa Agreement with Carahsoft Technology Corp and LinkedIn’s Terms of Service, in an amount not to exceed $40,230 for the renewal of Carahsoft Technology Corp’s LinkedIn Learning subscription, for the period October 1, 2026, through September 30, 2027.
FISCAL IMPACT:
100% Library Fund.
BACKGROUND:
The Library offers patrons LinkedIn Learning’s high-quality instructional courses and videos in 7 languages. These courses cover a wide range of topics so patrons can learn the latest software, creative, and business skills taught by industry experts. Patrons can learn at their own pace, using bite-sized tutorials or comprehensive courses.
The terms and conditions include limitation of liability provisions and indemnification language, which were reviewed by County Counsel.
Califa Group is the only vendor that provides access to LinkedIn Learning to California public libraries at a discounted group rate; therefore this purchase order is being sought with a sole source justification.
This Purchase Order is entered into under and subject to the following legal authority, California Government Code § 31000.
CONSEQUENCE OF NEGATIVE ACTION:
If the Purchase Order is not approved, the Contra Costa County Library will not be able to provide patrons with a platform that offers opportunities to upskill and learn new skills through an extensive array of online courses on various professional and technical topics.
