RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension #25-125-1 with Joshua Sparks (dba Lee's Building Maintenance Company), a sole proprietor, effective June 1, 2026, to increase the payment limit by $298,400, from $199,600 to an amount not to exceed $498,000, and to extend the termination date from September 30, 2026 to September 30, 2027, for additional janitorial services for the County's homeless shelters.

FISCAL IMPACT:
Approval of this Contract Amendment/Extension will result in additional expenditures of up to $298,400 and will be funded as budgeted 100% by California Business Consumer Service and Housing Agency funds. (No rate increase)

BACKGROUND:
Contra Costa Health Services' Health, Housing and Homeless Division is responsible for staffing and running the County's homeless shelters. These shelters run 365 days per year and are at full capacity. The shelters provide sleep stations, meals, bathrooms and showers, and all supportive services are offered including case management. Contractor provides scheduled custodial and emergency deep cleaning services. Standards of performance cover dusting, wiping, metal cleaning, glass cleaning, disposal, sweeping, policing, mopping, toilet room cleaning, and carpet cleaning. Assurance guidelines include random inspections as well as scheduled quarterly inspections to ensure the obligations of the contract are being met.

California Government Code Section 25358 authorizes the Board of Supervisors to provide the officers, employees, attendants, services, and supplies necessary for the proper maintenance, care, and upkeep of county buildings and grounds. In accordanc...
