RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with CocoKids, Inc. to increase the payment limit by $200,000 from $16,535,250 to a new limit of $16,735,250 to expand services to include an Inclusion Family Navigator Program with no change to the term of July 1, 2024, through June 30, 2027.

FISCAL IMPACT:

100% County Measure X of which 100% is budgeted for FY 2025-26.

BACKGROUND:

On July 23, 2024, the Board of Supervisors approved Consent Item C.27 authorizing the Contra Costa County Employment and Human Services Department to enter into Contract 18-488-0 with CocoKids, Inc. to implement Measure X Early Childhood Care and Education Financial Assistance program. This amendment increases the payment limit by $200,000 to augment the services provided to include Inclusion Family Navigation services on a short-term implementation period (Nov. 1, 2025 - June 30, 2026).
CHILDREN'S IMPACT STATEMENT:
This contract supports all five of Contra Costa County's community outcomes of the Children's Report Card: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3) "Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable, and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families".

CONSEQUENCE OF NEGATIVE ACTION:

Should the proposed action not be approved by the Board of Supervisors, the County will be unable to move forward with the inclusion-focused Family Navigation services provided by CocoKids, Inc. This could limit the County's ability t...
