Report Title: Update Library Open Hours for the Walnut Creek Library

RECOMMENDATIONS:
ADOPT a resolution to increase the Walnut Creek Library open hours to 56 hours per week effective July 1, 2026, through June 30, 2027.
FISCAL IMPACT:
There will be no net fiscal impact to the Library Fund since Walnut Creek Library open hours and staffing will be increased commensurate with an increase in city funding.
BACKGROUND:
In accordance with the Library Lease and Service Agreement between the County and the City of Walnut Creek, on Friday May 22, 2026, the City of Walnut Creek informed the County Librarian that the City will fund sixteen (16) extra hours at the Walnut Creek Library for fiscal year 2026-2027, which will increase the Walnut Creek Library's weekly open hours from fifty-two (52) to fifty-six (56). This increase is in recognition that there will likely be additional demand at the Walnut Creek Library while the Ygnacio Valley Library is closed for renovations from September 9, 2026, to approximately May 31, 2027.
CONSEQUENCE OF NEGATIVE ACTION:
If library hours are not updated, the Walnut Creek Library will remain open for only 52 hours per week during fiscal year 2026-2027.

WHEREAS, on March 11, 2025, the Board of Supervisors adopted Resolution No. 2025/74, authorizing a change in open hours for the Library that deviated from the standard operating hours (8am - noon; 1pm - 5pm) set under County Ordinance No. 22-2.202; and
WHEREAS, the Library wishes to continue its practice of offering hours beyond what is prescribed in County Ordinance No. 22-2.202 to better accommodate the needs of the public; and
