Report Title:                      Redwood Toxicology Laboratory, Inc.

Recommendation: Recommendation of the County Administrator

 

RECOMMENDATIONS:

RESCIND prior Board action 24-3823 from November 12, 2024, which approved and authorized the Sheriff-Coroner, or designee, to execute a contract with Redwood Toxicology Laboratory, Inc., in an amount not to exceed $300,000, to provide toxicology screening services for the period September 1, 2024 through August 31, 2027.

 

APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with Redwood Toxicology Laboratory, Inc., in an amount not to exceed $300,000, to provide toxicology screening services for the period September 1, 2024 through August 31, 2027.

 

 

FISCAL IMPACT:

Approval of this request will result in up to $300,000 in contractual expenditures over a 3-year period and will be funded 100% by the General Fund.

 

 

BACKGROUND:

Contra Costa County provides, through its Office of the Sheriff Custody Alternative Program, an alternative to jail time to offenders who qualify. Redwood Toxicology Laboratory, Inc. provides drug, alcohol and other toxicology screening services for the County to determine if the offenders meet the program qualifications and can remain in the program once admitted to it.

 

The department is seeking new approval of this contract, and requesting to rescind the prior Board action, due an administrative oversight that omitted specific Board consideration for the contract conditions to include mutual indemnification from the County to Redwood Toxicology Laboratory, Inc.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Board does not approve, the Sheriff's Office will not have access to a third-party vendor for the provision of drug, alcohol and other toxicology screening services on an as-needed basis.
