RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, a purchase order with TriVan Truck Body, LLC in an amount not to exceed $238,799 to provide a decontamination trailer with agreed upon specifications for Contra Costa Hazardous Materials Programs.

 

FISCAL IMPACT:

Approval of this action will result in a one-time capital expenditure of up to $238,799 that will be funded by $187,000 awarded in the Fiscal Year (FY 21) State Homeland Security Grant (SHSG) and the remainder by Contra Costa Fire EMS Funds.

 

BACKGROUND:

Contra Costa County needs a decontamination trailer that can decontaminate large numbers of people if an incident were to occur. This application pairs with TriVan Truck Body to fulfill this need in Contra Costa County by purchasing a trailer meeting specifications in order to do such decontamination. A solicitation was performed and received no bids. After reaching out to companies, only this vendor was willing to meet the necessary specifications.

 

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve this request would result in losing $187,000 in approved grant funding as well as leaving a vulnerability in mass decontamination should such an incident occur in Contra Costa County.
