RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Cooperative Funding Agreement (Agreement) between Contra Costa County and the West Contra Costa Transportation Advisory Committee (WCCTAC) for the design and construction of the San Pablo Avenue Complete Streets/Bay Trail Gap Closure Project (Project No. 0662-6R4163), Rodeo and Crockett areas.

FISCAL IMPACT:
7% Community Project Funding/Congressionally Directed Spending Funds, 77% Active Transportation Program Funds, 9% Subregional Transportation Mitigation Program Funds, and 7% Local Road Funds

BACKGROUND:
The San Pablo Avenue corridor between Rodeo and Crockett has been recognized in numerous prior planning documents as a key route and targeted for multi-modal improvements. The 2009 Countywide Bicycle and Pedestrian Plan proposes a Class II bicycle facility on this portion of San Pablo Avenue and noted that this facility is part of the County's larger bicycle and pedestrian network. In addition, the WCCTAC 2017 Action Plan designated the San Pablo Avenue corridor as a Route of Regional Significance and identified an action to implement a complete streets/Bay Trail project connecting Rodeo and Crockett. The San Pablo Avenue Complete Streets/Bay Trail Gap Closure Project was approved by the Board of Supervisors on May 24, 2022, and received Community Project Funding/Congressionally Directed Spending and Active Transportation Program funding in the amounts of $1,000,000 and $10,517,000, respectively.
