Referral History:
Phoenix Armenta, San Francisco Bay Conservation and Development Commission Senior Manager for Climate Equity and Community Engagement, provided a presentation on the Contra Costa County Shoreline Leadership Academy to the Contra Costa Resilient Shoreline Committee on June 13, 2024. County staff gave updates on the Shoreline Leadership Academy at the September 8 and December 8, 2025, Committee meetings.

The Contra Costa Shoreline Leadership Academy is an opportunity to build capacity in the communities along the County's shoreline by offering a six-month long training to participants focused on learning about the shoreline, climate change, sea level rise, and related planning processes. The Shoreline Leadership Academy curriculum is based on the San Francisco Bay Conservation and Development Commission's One Bay Vision and tailored to fit the local context.

Referral Update:
Since the last time the Contra Costa Resilient Shoreline Committee received an update on the Contra Costa County Shoreline Leadership Academy, the project team selected a cohort of 23 residents to participate in the program. The Shoreline Leadership Academy began on January 10, 2026. To date, seven sessions have been held online and in-person at various locations across the county shoreline.
