Report Title: License agreement with Meals on Wheels Diablo Region for 189 Parker Avenue, Rodeo
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a license agreement with Meals on Wheels Diablo Region (Licensee) to allow Licensee to use a portion of the County-owned property located at 189 Parker Avenue, Rodeo, to provide nutritious meals and other essential services for vulnerable older adults, for a term that is year-to-year beginning October 1, 2026, and continuing until terminated by either the County or Licensee, with no monetary consideration.
FIND that the License Agreement provides direct and sufficient public benefit and fulfills a legitimate public purpose by meeting the nutritional needs of vulnerable Contra Costa County residents.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
For more than half a century, Meals on Wheels Diablo Region (MOWDR) has supported vulnerable older adults throughout Contra Costa County by providing nutritious meals and essential services that help them continue living safely and with dignity in their own homes. The County has allowed MOWDR to utilize the Rodeo Community Center as a place to gather and distribute these meals and services for many years. The County now requires a formal agreement that includes MOWDR providing its own liability insurance.
CONSEQUENCE OF NEGATIVE ACTION:
The County risks increased liability exposure and may lose the ability to formalize protections that ensure safe use of its facilities. It could also face operational disruptions and reduced oversight of activities occurring on County property.
