RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Grant Agreement #29-549-10 with John Muir Health, a California non-profit corporation, to pay the County an amount not to exceed $150,000 to provide respite care services for homeless adults at the Philip Dorn Respite Center for the period from January 1, 2026 through December 31, 2028.
FISCAL IMPACT:
Approval of this Agreement will allow the County to receive an amount not to exceed $150,000 over a 3-year period from John Muir Health to support the Philip Dorn Respite Center through December 31, 2028. No County match required.
BACKGROUND:
The Philip Dorn Respite Center, as a Community Benefit Program, located in Concord, is a respite care program for homeless adults who are discharging from local hospitals and require medical stabilization services. Respite care refers to recuperative services for those homeless persons who may not meet medical criteria for hospitalization, but who are too sick or medically vulnerable to reside in an emergency shelter and cannot be returned to the streets. The goal of the program is to get all homeless persons off the street and help them to achieve their highest level of self-sufficiency. County has been receiving funds from John Muir Health for this program since June 2016.
On January 10, 2023, the Board of Supervisors approved Grant Agreement #29-549-9 with John Muir Health to receive funds in an amount not to exceed $150,000 for the Philip Dorn Respite Center to provide respite care services for homeless adults for the period January 1, 2023 through December 31, 2025.
