RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Sheriff-Coroner, a purchase order with Equifax Information Services LLC, in an amount not to exceed $25,000, and ACCEPT a Terms of Use for access to credit reports by the Office of the Sheriff Professional Standards Division, for the period July 1, 2025 through June 30, 2028.
FISCAL IMPACT:
Approval of this request will result in up to $25,000 in contractual service expenditures over a 3-year period and will be funded 100% by the General Fund.
BACKGROUND:
Equifax is a global data, analytics, and technology company, primarily known as one of the three major credit reporting agencies in the US. Founded in 1899 as Retail Credit Company, it has evolved into a major player in financial decision-making, providing comprehensive insights to businesses and individuals.
All potential candidates applying for the Office of the Sheriff go through an extensive background process, including a credit check. Equifax Information Services LLC allows the Backgrounds Unit of the Office of the Sheriff Professional Standards Division to obtain credit and financial information for all potential candidates applying for a job.
The Terms of use include a limitation of liability and indemnification from the County to the Contractor.
CONSEQUENCE OF NEGATIVE ACTION:
If the Board does not approve, the Office of the Sheriff Backgrounds Unit would be unable to obtain credit and financial information for applicants in the hiring process. If this information is not obtained, the Backgrounds Unit would be unable to satisfy or meet the California Peace Officer Standards and Training (POST) requirements and industry standards.
