Report Title:                      Renne Public Law Group, LLP Contract Payment Limit Increase

Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Director of Human Resources, or designee, to execute a contract amendment with Renne Public Law Group, LLP, to provide non-attorney workplace investigation services through January 31, 2028, and increase the payment limit by $100,000 to a new payment limit of $300,000.

FISCAL IMPACT:

The cost will be offset by charges to user departments that utilize the services. (100% User Departments).

BACKGROUND:

In February 2025, the County entered into a contract with Renne Public Law Group, LLP (RPLG), to provide non-attorney workplace investigation services. This contract is managed by the Human Resources Department, and County departments request non-attorney investigation services as needed. As of September 30, 2026, 61% of the current payment limit of $200,000 has been utilized, and approximately $77,000 remains available. RPLG currently has two non-attorney investigations pending, at an average rate of $41,000 per investigation, and Human Resources anticipates exceeding the current payment limit before the end of the contract term on January 31, 2028. The recommendation to increase the payment limit by $100,000 to a new payment limit of $300,000 will ensure that non-attorney investigations can continue and will be conducted effectively.

CONSEQUENCE OF NEGATIVE ACTION:

If this increase to the contract payment limit is not approved, the County will be unable to engage in non-attorney workplace investigation services, thereby impacting the investigative process for County departments.
