Report Title: Contract Amendment with Blackboard LLC for a Learning Management System

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with Blackboard LLC, with no change to the payment limit to provide training video services.

No fiscal impact.
BACKGROUND:
Contra Costa County Public Works continues to focus on improving staff training and development efforts. On January 3, 2024, the County issued a Request for Proposal (RFP) (Solicitation #2401-728) for a learning management system (LMS) with implementation to occur in Spring 2025. Through the formal bidding process, Blackboard LLC was selected to provide the service, and a contract was approved by this Board on March 11, 2025 (C. 89). While utilizing the contract, staff learned that the Contractor could provide additional services in the form of Video Studio which is an additional feature of the training platform. This feature enables County staff to record and share training videos on the Blackboard Learn platform with unlimited video storage capacity. This amendment is to add Video Studio as a deliverable of the contract.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract amendment is not approved, the Public Works Department will not be able to maximize the use of the platform due to its limited space for training videos.
