Report Title: Purchase Order with Abel Screening, Inc.
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, to execute, a Purchase Order with Abel Screening, Inc., in an amount not to exceed $9,000, for a behavioral risk screening tool designed for youth-serving organizations, for the period of September 1, 2026, through August 31, 2029.
FISCAL IMPACT:
This purchase order will be 100% funded by the General Fund.
BACKGROUND:
Probation would like to utilize the “Diana Screen”, through Abel Screening, Inc., as an additional background check for volunteers and contractors seeking recurring access to Juvenile Hall. The Diana Screen is a behavioral risk assessment tool designed for youth-serving organizations to identify potential boundary concerns and other elevated risk indicators. It would serve as an additional layer of due diligence beyond existing requirements, including criminal history review, fingerprint clearance, reference checks, and Prison Rape Elimination Act (PREA) training.
This agreement includes modified indemnification, limitation of liability, and warranty language with Able Screening Inc.
CONSEQUENCE OF NEGATIVE ACTION:
The Probation Department would not be able to identify any additional potential boundary concerns and other elevated risk indicators among volunteers and contractors who have recurring access to Juvenile Hall.
