RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, a purchase order with Hoover’s Commercial Services, Inc. dba Be. Workplace Designs in an amount not to exceed $572,225 to procure office furniture for the A3 (Anyone, Anywhere, Anytime) Behavioral Health Crisis Response Program.

 

FISCAL IMPACT:

Approval of this action will result in an expenditure of up to $572,225 and will be funded by the Measure X funds.

 

BACKGROUND:

The Measure X ½ cent sales tax funded 75 positions to staff the A3 Behavioral Health Crisis Response Program that will serve the entire County. This funding includes the furniture and office equipment for the new A3 program crisis center at 1034 Oak Grove in Concord once it opens. The furniture will be used to support our A3 call center staff in addition to our mobile crisis response teams (Mental Health Specialists, Community Support Workers, and Substance Use Counselors) to respond in the community to provide services to individuals experiencing a behavioral health crisis.  The mobile crisis response teams will assess clients onsite, stabilize situations, or initiate involuntary holds.  

 

On November 19, 2024, the Purchasing Agent approved the purchase of furniture from The Hon Company manufacturer through Be. Workplace Design while the Omnia Cooperative agreement is approved.

 

CONSEQUENCE OF NEGATIVE ACTION:

If furniture for the new space is not available, BHS will not meet the requirements of the funding source.  Additionally, the crisis response teams will not be able to meet one of the primary goals of the A3 model, which is to respond in the field and onsite to provide necessary interventions/services.
