RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Employment and Human Services Department, a purchase order with re-seller Allied Network Solutions, Inc. for the purchase of maintenance from F5 Networks for use of the F5 network security appliance used by the County, subject to the terms and conditions of F5's End User License Agreement in an amount not to exceed $83,144, for the period July 12, 2024 through July 11, 2027.
FISCAL IMPACT:
$83,144: 59% Federal, 35% State, 6% County Funded; $27,714.67 of which is budgeted in FY 24/25, $27,714.67 of which will be budgeted in FY 25/26, and $27,714.66 of which will be budgeted in FY 26/27.
BACKGROUND:
The Employment and Human Services Department (EHSD) seeks to renew its F5 appliance which is used as a Webserver load balancer and security device. Primary use is for the Online Court Reporting system. This purchase enables EHSD to renew maintenance on our F5 Big IP Traffic Manager. EHSD will utilize this system to improve application level security posture. This will help the county have a more secure environment. The End User License Agreement includes an indemnification clause and limitation of liability, which has been approved by County Counsel. This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.
CONSEQUENCE OF NEGATIVE ACTION:
The County will be losing safety features currently employed to maintain a secure data environment.
