RECOMMENDATIONS:
APPROVE and AUTHORIZE the Interim Health Services Director, or designee, to execute on behalf of the County Contract #76-842-1 with Securitas Technology Corporation, a corporation, in an amount not to exceed $731,605, to provide services to upgrade the infant protection security system at Contra Costa Regional Medical Center (CCRMC) for the period from June 10, 2025 through June 30, 2027.

FISCAL IMPACT:
This Contract will result in contractual service expenditures of up to $731,605 over a two-year period and will be funded 100% by Hospital Enterprise Fund I.

BACKGROUND:
This Contract meets the needs of the County by providing an infant protection detection system for CCRMC. CCRMC has used Securitas' Infant Protection Security System (HUGS) in its perinatal unit for more than ten years. HUGS is an industry standard for protecting infants from being removed from a perinatal unit without authorization. Securitas is the sole proprietor of the system and provides support and services for the existing system. Under Contract #76-842-1, Securitas will upgrade CCRMC's existing HUGS system to a newer version and use the existing real-time location services from Securitas that are already in place to reduce overall support and administrative costs.

This contract is entered into under and subject to legal authorities, California Government Code ? 31000. CCRMC's Quality Management, Utilization Management, and Contract Monitor Staff meet regularly to ensure monitoring and performance measures in the contract are upheld.
