RECOMMENDATIONS:

APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with ESI Acquisition, Inc., in an amount not to exceed $314,179.80 to provide crisis management software services to the Contra Costa County Office of the Sheriff Emergency Services Division for the period of July 1, 2026 to June 30, 2031.

 

 

FISCAL IMPACT:

Approval of this request will result in up to $314,180 in contractual service expenditures over a 5-year period and will be funded 50% by the Emergency Management Performance Grant (through FEMA) and 50% by the General Fund.

 

 

BACKGROUND:

ESI’s WebEOC crisis information management system has been the primary multi-jurisdictional disaster coordination software for the County for the past decade. While WebEOC is used by County OES, Department Operations Centers, cities, and special districts, updates are needed to ensure the platform continues to allow for information sharing and coordination during a disaster. This funding will allow for enhanced coordination and communication with participating jurisdictions before, during, and after a disaster.

 

The Subscription Agreement includes limitation of liability and indemnification from the County to ESI Acquisition, Inc.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Board does not approve, County’s ability to continue to build emergency response coordination and recovery would be greatly hindered.
