RECOMMENDATIONS:
ADOPT Resolution to approve and authorize the Employment and Human Services Department, or designee, to apply for and accept allocations from the State of California, Department of Housing and Community Development for the Transitional Housing Program Round 8, Transitional Housing Program Plus - Housing Supplement Program Round 6, and the Housing Navigation and Maintenance Program Round 5 funding in a total amount not to exceed $787,717 to be expended by June 30, 2029.
FISCAL IMPACT:
County to receive $559,005 for Transitional Housing Program Round 8, $14,594 for Transitional Housing Program Plus - Housing Supplement Program Round 6, and $214,118 for the Housing Navigation and Maintenance Program Round 5. Funding is 100% State with no County match required.
FY26-27 expenditure appropriations and revenue adjustments for the allocations will be included as part of the mid-year budget adjustment. FY27-28 revenue adjustments will be incorporated into the FY27-28 and FY28-29 budgets.
BACKGROUND:
The State of California, Department of Housing and Community Development (HCD) issued an Allocation Acceptance Notification, dated September 8, 2026 including:
Round 8 of the Transitional Housing Program (THP),
Round 6 of the THP Plus - Housing Supplement Program (THP+ SUPP), and
Round 5 of the Housing Navigation and Maintenance Program (HNMP).
Allocated funds are to be used by counties to provide housing stability supports and services to help young adults ages 18 to 24 years of age, inclusive, to secure and maintain housing with the priority given to young adults formerly in the foster care systems. Funds are available to be expended by June 30, 2029, upon execution of an HCD Standard Agreement.
