RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #74-704-2 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), a non-profit corporation, effective June 30, 2026, to amend Contract #74-704 (as amended by Contract Amendment #74-704-1), to increase the payment limit by $216,000, from $1,000,000 to a new payment limit of $1,216,000, and to extend the termination date from June 30, 2026 to September 30, 2026 to provide additional housing, case management, and property management services for adults and families eligible for Behavioral Health Services Act (BHSA) housing and are referred by the County.

FISCAL IMPACT:
Approval of this Contract Amendment will result in additional expenditures of up to $216,000 funded 100% by BHSA funds. Beginning July 1, 2026, the Mental Health Services Act (MHSA) funding fully transitions to the BHSA to reflect full implementation and oversight required under California Proposition 1, approved by voters in March 2024, which modernizes MHSA by renaming it the BHSA and redirecting funding to support building a comprehensive, integrated, and unified behavioral health system statewide. (No rate increase)

BACKGROUND:
This Contract meets the social needs of the County's population by providing housing options to support adults and families who are eligible for services under BHSA. Contractor will provide up to ten (10) housing units for adults and families who have been assessed and referred for services by the Behavioral Health Services Division (BHSD).
