Report Title: Consulting Services Agreement with Dynamic Dzyne Associates, Inc. dba Substrate, Inc, Crockett and Port Costa areas.
RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement (contract) with Dynamic Dzyne Associates, Inc. dba Substrate, Inc. in an amount not to exceed $322,000 for construction management services for the 2026 Crockett and Port Costa Overlays and Curb Ramps Project, for the period June 23, 2026 through December 31, 2027, Crockett and Port Costa areas. (County Project No.: 0672-6U2186) (District V)
FISCAL IMPACT:
Work performed under this contract will be funded by 100% Local Road Funds.
BACKGROUND:
The project will generally consist of installing ADA compliant curb ramps at multiple locations and cold planing and placing a hot mix asphalt (HMA) overlay on various roads in the unincorporated Crockett and Port Costa areas. Work will also include tree trimming, removing existing curb and sidewalk, setting survey monuments, and placing thermoplastic striping and pavement markings.
Dynamic Dzyne Associates, Inc. dba Substrate, Inc. was selected to provide construction management services for the project after completing a request for proposal solicitation and technical proposal process. Public Works has successfully negotiated with Dynamic Dzyne Associates, Inc. dba Substrate, Inc. to provide these construction management services.
CONSEQUENCE OF NEGATIVE ACTION:
Without approval from the Board of Supervisors, this Consulting Services Agreement will not be in effect. A delay in construction of the Project will occur, ultimately delaying the completion of the Project. Project delay may also result in substantial additional project costs.
