RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-610-13 with WestCare California, Inc., a non-profit corporation, in an amount not to exceed $2,524,144, to provide substance use disorder prevention, treatment, and detoxification services for Contra Costa County residents in West County, for the period July 1, 2024 through June 30, 2025.
FISCAL IMPACT:
Approval of this contract will result in budgeted expenditures of up to $2,524,144 and will be funded by 2% Assembly Bill 109; 22% Substance Abuse Treatment and Prevention Block Grant; 38% Federal Medi-Cal and 38% State General Fund revenues. (Rate increase)
BACKGROUND:
This contract is entered into under and subject to the following legal authorities: California Government Code ?? 26227 and 31000. Health Services Personnel approved this contract to ensure no conflicts with labor relations. The Behavioral Health's Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld.
The County has been contracting with WestCare California, Inc., since October 2019 to meet the social needs of the County's population by providing specialized SUD treatment and detoxification treatment services for West County residents and an opportunity to achieve and maintain sobriety and to experience the associated benefits of self-sufficiency, family reunification, cessation of criminal activity and productive engagement in the community.
