Report Title: APPROVE the Verde K-8 Safe Routes to School Non-Infrastructure Project.

RECOMMENDATIONS:
APPROVE the Verde K-8 Safe Routes to School Non-Infrastructure Project (Project), North Richmond area. [County Project No. WO4514 / Federal Project No. ATPLNI-5928(184), DCD-CP#25-33] (District I).
DETERMINE that this activity is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3).
DIRECT the Director of Department of Conservation and Development (DCD), or designee, to cause a CEQA Notice of Exemption (NOE) to be filed with the County Clerk and State Clearinghouse, and
AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $50 fee to the County Clerk for filing the NOE.
FISCAL IMPACT:
Estimated non-infrastructure project cost: $500,000. (100% Active Transportation Program Funds)
BACKGROUND:
Market Avenue is a major thoroughfare in the underserved community of North Richmond and a popular route to Verde K-8 School. Market Avenue was improved with Class III bicycle markings in 2022 and curb extensions were installed at the intersection of Giaramita Street in 2024, but additional improvements to widen sidewalks and plant street trees are still planned as part of the Verde K-8 Safe Routes to School (SRTS) project. In June 2024, the Public Works Department applied for an Active Transportation Program (ATP) Cycle 7 grant and was subsequently awarded a total of $4,360,000 to design and construct the planned improvements.
The award included $500,000 to fund a non-infrastructure component to supplement the physical improvements.
