RECOMMENDATIONS:
RATIFY the Employment and Human Services Director’s execution of a non-financial Memorandum of Understanding agreement with Bay Area Cash Assistance Program for Immigrants Consortium and the County of San Mateo to conduct eligibility determinations and ongoing monitoring of Cash Assistance Program for Immigrants eligible applicants and recipients for the period July 1, 2026, through June 30, 2030.

BACKGROUND:
The Bay Area Cash Assistance Program for Immigrants (CAPI) Consortium (BACC) is comprised of 10 member counties that have agreed to participate in a regional consortium, with San Mateo County serving as the administering agency and Fiscal Agent. BACC was established on March 21, 2000, to provide for the efficient and effective administration of CAPI.
Pursuant to Welfare and Institutions Code Section 18937, counties are authorized to form consortia for the administration of CAPI. The program provides cash assistance to aged, blind, and disabled legal immigrants who are ineligible for Supplemental Security Income/State Supplementary Payment benefits due to their citizenship status and who successfully complete the CAPI application process.
Upon receipt of the application, BACC and San Mateo County CAPI Unit assume responsibility for determining eligibility, obtaining any additional required verifications or documentation, and providing ongoing case management services for approved recipients.
On May 22, 2022, Contra Costa County entered into an MOU agreement with the BACC, administered by San Mateo County, for the term of July 1, 2022, through June 30, 2026.
