RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #76-842-2 with Securitas Healthcare LLC, a limited liability company, effective August 1, 2026, to amend Contract #76-842-1, to increase the payment limit by $9,040, from $731,605 to a new payment limit not to exceed $740,645, for upgrades to the Infant Protection Security Systems at Contra Costa Regional Medical Center (CCRMC) with no change in the term ending June 30, 2027.

FISCAL IMPACT:
Approval of this Contract Amendment will result in additional annual expenditures of up to $9,040 and will be funded 100% by Hospital Enterprise Fund I.

BACKGROUND:
This Contract meets the needs of the County by providing an infant protection detection system for CCRMC. CCRMC has used Securitas’ HUGS in its perinatal unit for more than years. HUGS is an industry standard for protecting infants from being removed from a perinatal unit without authorization. Securitas is the sole proprietor of the system and provides support and services for the existing system.

This Contract is entered into under and subject to legal authorities, California Government Code § 31000. CCRMC’s Quality Management, Utilization Management, and Contract Monitor Staff meet regularly to ensure monitoring and performance measures in the contract are upheld. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. This Contractor was approved by the Public Works Department’s Purchasing Department as a sole source provider of the Infant Protection Security System.
