Report Title: APPROVE and AUTHORIZE a License Agreement to Lennar Homes of California, LLC & KL LB BUY 2 LLC in the San Ramon area

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a license agreement between the County and Lennar Homes of California, LLC, (Lennar Homes) and KL LB BUY 2 LLC, (KL Servicers) to license the use of an approximately 641-square-foot portion of the Iron Horse Corridor, between March 3, 2026, and March 2, 2031, for the construction, use, and maintenance of a pedestrian pathway within the licensed area, connecting Lennar's Iron Horse Village Development project ("Project") adjacent to the Iron Horse Trail, in exchange for reimbursement of $17,500 for County administrative costs, as recommended by the Public Works Director, San Ramon area, pursuant to Government Code section 25526.5.

DETERMINE that the value of the license is less than $25,000 and the use of this area of the Iron Horse Corridor is not necessary for County or other public purposes during the term of the license.

CONSIDER the environmental effects of the Project, as shown in the California Environmental Quality Act ("CEQA") environmental impact report the North Camino San Ramon Specific Plan (the "EIR") (SCH 2010092014) and the CEQA Addendum to the EIR for the Iron Horse Village Project.

ADOPT San Ramon's findings and statement of overriding considerations in support of the Project.

DETERMINE that the portion of the Project that the County is approving by this action will not result in significant environmental effects, and, therefore, there are no alternatives or mitigation measures to substantially lessen those effects; and none of the criteria for subsequent or supplemental CEQA review exist.
