RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Chief Information Officer, or designee, to execute a contract with SymSoft Solutions, LLC, in an amount not to exceed $1,300,000 for PDF remediation services to support compliance with Americans with Disabilities Act (ADA) for the County’s public facing websites for the period of May 1, 2026, through April 30, 2031. 

 

FISCAL IMPACT:

 

The cost of this product is included in the department’s FY 25-26 budget (100% User Departments).

 

BACKGROUND:

 

In 2024, the Department of Justice (DOJ) issued a ruling under Title II requiring state and local governments to ensure that all public-facing documents comply with the Americans with Disabilities Act (ADA). To support this requirement, the Department of Information Technology conducted a Request for Proposals (RFP) to identify a vendor to provide PDF remediation services, supplementing the tools already available to County departments.

 

SymSoft Solutions LLC was awarded the contract. The Contractor will provide PDF accessibility compliance and remediation services for the County’s public-facing websites in support of U.S. Department of Justice accessibility requirements. These requirements mandate that state and local governments ensure their web content and mobile applications comply with ADA standards, including the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA and Section 508.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

If this is not approved, the County will not have a vendor to provide PDF remediation services.
